Contracts Specialist - Post Contracts - Qatar

General description:

This position is responsible for the overview contract implementation and analysis of commercial & technical aspects of contracts which includes condition of contracts, reviewing/ evaluating/ responding to proposal/variation/claim and delay requests, pricing and negotiations and handle dispute resolutions, and chargeback reports.

Main Responsibilities:

  1. Interprets contract  prov1s1ons to help resolve claims  and questions  submitted  by contractors in accordance with Ashghal policies and guidelines;
  1. Monitors compliance to contract requirements ensuring all conditions are satisfied before approval of the final invoice
  2. Assist Senior Contracts Specialist to initiates and/or conducts meetings with contractors concerning contractual problems as requested by Project Manager/Engineer.
  3. Establish and update records of all correspondence related to contract activity
  4. Analyze the  proposal  request  and provide written  response  containing  exact  cost information of material, time, and services.
  5. Ensure Contract Management & examine compliance per work scope.
  6. Ensures the accuracy and adequacy of the contract and its integral documents such as bonds, insurance, BOQs, and specifications
  7. Monitor the cycle for contract proposals through contract expiration or completion
  8. Studies claims and disputes and recommend desired course of action to Senior Contracts Specialist. Archive and use current claims and dispute data as case study material to train staff in claims assessment and serve as guidelines for future contracts.
  1. Guides in processing  requests for variation, addendum, extension  of time, etc., in accordance with established procedures and exercises contract cost control.
  2. Manages the maintenance of complete, accurate, and up-to-date contract records and logs.
  3. Provide analytical support to the management team.

Skills & Competencies

      1. Demonstrated experience in Tender processes & Contracting skills

  1. Strong knowledge of business practices and legal processes
  2. Good judgment & Professionalism and attention to detail
  3. Ability to perform independently with minimal supervision
  4. Proficiency in written and spoken English and Arabic is bonus
  5. Strong teamwork and collaboration skills.

Senior Contracts Specialist - Pre Contract - Qatar

General description:

  1. Review/prepare the tender documents according to the Authority's standards;.
  2. Assist end users in preparation of tender plan, tender strategy, obtaining committees' approval and other tasks related to pre contract stage in accordance with internal procedures.
  3. Identify compliance/non-compliance    of  proposal  versus  tender  requirements  and specifications.
  4. Ensure that quality commitments exist for all work packages
  5. Highlight and anticipate all potential risks and identify saving and opportunities during tender

Main Responsibilities include:

  1. Perform all tender preparation, process activities and answerable for tender accuracy and completeness.
  2. Maintain the tendering documents and procedures.
  3. Prepare weekly, monthly and quarterly tender reports for Head of Contract Services Section.
  4. Coordinate with all departments involved in a tender and obtain signoff of inputs.
  5. Review draft tender circulars comprising response to tenderers' queries in consultation with concerned department(s) before forwarding to the Head of Section.
  6. Maintain tender record and schedule that reflects requirements for each tender.
  7. Ensure all tender documents required for submittal are prepared and signed by the proper personnel.
  8. Obtain and analyze potential tenderers' information, products, prices and services.
  9. Work closely with Senior Engineer to plan tenders and support the process.
  10.  Make sure the documents are distributed to concerned departments on time to make sure their concerns are addressed.
